The new heating season in Ukraine will begin in mid-October. The government will keep the special privileged gas tariffs for heat supply organizations and budget institutions unchanged until March 31, 2026. Therefore, heating prices will not be raised for now. This is reported by RBK-Ukraine referring to the draft government resolution.
What will be the price of heating in the 2025/2026 season
According to current rules, special gas supply conditions apply only until October 31, 2025, when the contracts of heat energy producers with LLC 'Naftogaz Trading' will end. However, to ensure uninterrupted operation of heating networks, the government has decided to extend the privileged mechanism for another five months.
What are the gas tariffs at the end of 2025
Current gas tariffs for various consumer categories will remain at the following levels:
- Heat energy producers - 7,420 hryvnias per thousand cubic meters including VAT.
- Budget institutions - 16,390 hryvnias per thousand cubic meters including VAT.
- Households - 7,960 hryvnias per thousand cubic meters including VAT (excluding delivery).
Who is the gas supplier to households in Ukraine
Gas is supplied at privileged prices by 'Naftogaz Trading' as part of fulfilling special obligations (PSO) that the government has imposed on NJSC 'Naftogaz of Ukraine' to protect consumers during wartime. This system allows for maintaining socially acceptable heating tariffs for the population.
The decision to extend privileges is made against a backdrop of a significant difference between state and market gas prices. In August 2025, market prices reached 21,600 hryvnias per thousand cubic meters excluding VAT, which is almost three times higher than the tariffs for households.
A moratorium on raising gas, heating, and hot water tariffs remains in effect in Ukraine, which does not extend to electricity, cold water, and other utility services. The Ukrainian government, in a letter of intent to the IMF, allows for additional increases in utility tariffs for the population only after the end of the war.
The heating season in Ukraine traditionally begins when the average daily air temperature for three consecutive days is +8°C or lower.
