Early Resignation of Yelyzaveta Pushko-Tsybuliak
Yelyzaveta Pushko-Tsybuliak, a member of Ukraine's State Audit Chamber, has submitted her resignation to take up a position on the supervisory board of PJSC 'Centrenergo'. Her resignation request was registered in the Verkhovna Rada on March 30. The parliamentary Budget Committee is scheduled to review her request this week, after which the full parliament will vote on her departure at its next session.
The State Audit Chamber, Ukraine's supreme audit institution, is currently operating with just five of its eleven mandated members. A quorum of two-thirds of members is required to hold meetings, and at least three members must vote to approve decisions, including the signing off of audit reports.
Background and Appointment History
Yelyzaveta Pushko-Tsybuliak was previously elected as an independent member to the supervisory board of PJSC 'Centrenergo'. On December 21, the Verkhovna Rada appointed her to the State Audit Chamber. Prior to that, she served as an advisor to the director of the State Bureau of Investigations and headed its financial activity and accounting department. Members of the Audit Chamber are elected for six-year terms.
This move comes after the Cabinet of Ministers decided in early December to dismiss the supervisory boards of six major energy companies, including PJSC 'Centrenergo'. The government also ordered a reboot of supervisory boards at state-owned defense enterprises, part of broader governance reforms.
“Yesterday (March 30) I registered my voluntary resignation request with the Verkhovna Rada. The Budget Committee is to consider it this week, and at the next session, the Rada will vote on my resignation,” stated Yelyzaveta Pushko-Tsybuliak.
Her resignation could significantly impact the Audit Chamber's operations due to its already depleted membership. With only five active members, reaching the necessary quorums and passing decisions may become more difficult. Furthermore, her move to Centrenergo's board occurs amidst a wider government-led overhaul of corporate governance in Ukraine's strategic state-owned enterprises, highlighting ongoing shifts in the management of the country's energy sector.
