The National Energy Regulation Commission explained that the charge for gas distribution occurs even when the fuel is not used. This is related to the process of transporting gas to consumers through the gas distribution system, which ensures constant access to fuel regardless of consumption.
As of January 1, 2020, significant changes were made to the billing system. Now, the charge for gas distribution is separated from the cost of the fuel itself. The calculations are based on the annually declared capacity and are evenly distributed throughout the year, avoiding sharp jumps in payments during the winter period.
The Ukrainian National Energy Regulation Commission explained that the charge for gas distribution is necessary regardless of actual fuel consumption, as it is related to the transportation of gas through the pipeline system to ensure access to gas for consumers. The changes in the charge calculations, starting from 2020, aim to enhance transparency and the even distribution of gas distribution costs throughout the year.
