According to an investigation by the German publication Der Spiegel, the U.S. Central Intelligence Agency (CIA) was informed of a Ukrainian group's plans to sabotage the Nord Stream 1 and Nord Stream 2 gas pipelines several months before the explosions occurred. The report states that members of this Ukrainian team and CIA contacts met in Kyiv's Podil district in the spring of 2022 to discuss the intent to target the Russian pipelines. Subsequent meetings involved detailed discussions on the technical aspects of carrying out the operation. This revelation adds a significant new dimension to the understanding of one of the most consequential acts of energy infrastructure sabotage in recent European history.

Judicial Investigations and Consequences

In January 2026, a German federal court officially confirmed that suspicions of Ukrainian involvement in the explosions have a high degree of probability. Ukrainian citizen Serhiy Kuznetsov, who is currently in Germany, is suspected of being responsible for the detonation of the Nord Stream pipelines in the Baltic Sea in September 2022. German investigators consider him the commander of a six-person group that directly mined and blew up the pipelines. Kuznetsov faces up to 15 years in prison on charges of anti-constitutional sabotage and causing an explosion.

Kuznetsov claims that at the time of the explosions, he was serving in the Armed Forces of Ukraine and had not left the country. Separately, Hungary is considering halting exports of electricity and natural gas to Ukraine unless operations on the 'Druzhba' oil pipeline are restored. Following a suspension of diesel fuel exports, Budapest has hinted at the possibility of cutting off gas and electricity flows. The interconnected nature of European energy infrastructure means such political disputes can have immediate and severe practical consequences.
