The shopping center «TSUM» on Italian Street in Odesa has been put up for sale again as part of the bankruptcy proceedings of «Ukrbudspetstech». The starting price is 399.44 million UAH excluding VAT, and the auction is scheduled for October 15. Similar property auctions via Prozorro are also conducted for other large lots. What is included in the TSUM sale lot in Odesa
Non-residential premises of the integrated property complex with a total area of 12,477.8 square meters have been put up for auction. The department store building was constructed in 1959. Dividing the starting price by the area results in about 32 thousand UAH per square meter.
At the same time, the documents describe the composition of the assets differently. In the old ownership documents, the department store, dispatcher office, training workshop, warehouse, canopy, and electrical workshops are listed. According to the current technical passport, only the main building «A», where the shopping center operates, has essentially remained. Other old objects are absent; the new passport instead indicates a canopy «L», a bridge, and a tank.
The seller is the bankruptcy manager Tatyana Kolmykova in the case of «Ukrbudspetstech» bankruptcy. The NBU is the mortgage holder of the premises: the property was pledged as collateral for a refinancing loan from «Imexbank» in 2009. The property valuation, commissioned by the National Bank, was conducted in November 2025. Previously, the attention was also on the sale of the Ocean Plaza shopping mall.
When will the auction take place and what are the participation conditions
Applications will be accepted until October 14 inclusive. The auction is scheduled to start on October 15 at 11:00 in a three-round English auction format. The minimum bid increment is 3.994 million UAH, and the security deposit is 39.944 million UAH, or 10% of the starting amount.
The previous auction, scheduled for August 20, did not take place due to a lack of participants. Now the object is again being offered at the same starting price. The final amount will depend on competition among buyers.
The documentation also states that the premises were previously transferred to the management of «Nova-Khvylia», and part of the area was leased to «Business Management Group LLC». The contracts were supposed to end on December 30, 2024, although the record about the management contract still appears in the tax system until the end of 2034. The announcement clarifies that this record is for accounting purposes. This nuance is important for potential buyers to consider along with other conditions for the sale of assets through open auctions.
