Problems of Conducting Elections in Ukraine

The Central Election Commission of Ukraine has highlighted a number of problems that could significantly complicate the conduct of the first post-war elections. In particular, among the main threats are:

  • destroyed infrastructure,
  • security in the territory of the country,
  • irrelevance of voter lists.

CEC Chairman Oleg Didenko noted that the situation is critical and requires urgent measures to prepare for the elections.

Status of Election Infrastructure

Ukraine has recorded significant destructions, with 1,390 polling stations damaged and 6,500 remaining under occupation. This jeopardizes the ability to organize voting in many regions. Moreover, 23% of the country's territory is potentially mined, which also creates dangerous conditions for the electoral process. Oleg Didenko stated that preparation for the elections should begin at least six months before the election day.

No less serious is the fact that about 6 million Ukrainians have left for abroad. This complicates the issue of the relevance of voter lists and the possibility of ensuring their voting. A working group has already been created in the Verkhovna Rada to develop a special law that will regulate the conduct of elections under martial law. The President of Ukraine Volodymyr Zelensky has expressed readiness to hold elections, but only under the condition of guaranteeing security.

Thus, Ukraine faces a complex task of organizing elections in conditions where the infrastructure is destroyed and security is threatened. All of this requires coordinated actions by government agencies and society to ensure democratic processes in the country.
