CEC: elections in Ukraine are only possible if changes are made to the legislation
The Central Election Commission reported that for elections to be held in Ukraine, changes to the legislation are necessary. The relevant draft laws must be reviewed by the Verkhovna Rada, and elections are only possible after the creation of appropriate peaceful conditions. This was stated by the Deputy Head of the CEC, Serhiy Dubovyk.
“In wartime conditions, elections cannot be held. The President (Zelenskyi - Ed.) emphasized primarily the security factor. Elections can take place only when there are appropriate peaceful conditions and relevant legislative conditions,” explained Dubovyk.
According to the Deputy Head of the CEC, it is necessary to review Ukrainian legislation, which is aimed only at peacetime. Making changes to the legislation that will take into account the peculiarities of elections during wartime or after the cessation of hostilities will be crucial for holding elections.
“After the preconditions are created, it will be possible to talk about holding elections. But for this, changes to the legislation will be needed, which will take into account the conditions of martial law. This will require working in Parliament to create the relevant laws,” Dubovyk added.
The Deputy Head of the CEC emphasized the need to involve citizens in the electoral processes, including those living abroad, military personnel, and internally displaced persons. The cost of future elections in Ukraine, as reported by Dubovyk, may amount to at least UAH 20 billion due to inflation and new conditions.
Changes to the legislation are necessary for holding elections in Ukraine under wartime conditions. The CEC emphasizes that without the relevant legislative changes and the creation of peaceful conditions, elections will be impossible.
