The 'Fair Draft' Operation: Simultaneous Raids
On July 30, 2023, the State Bureau of Investigation (DBR) carried out coordinated searches at more than 100 Territorial Centers for Recruitment and Social Support as part of a special operation called 'Fair Draft'. This operation, conducted jointly with the General Staff of the Armed Forces of Ukraine, aims to identify violations in the military conscription system. The crackdown is particularly significant given the ongoing war, as corruption in mobilization undermines public trust.
The investigation targets two primary types of misconduct:
- cases of facilitating draft evasion for money;
- abuse of authority by conscription center personnel, including beatings and torture of those eligible for service.
As a result of these investigative actions, arrests and formal suspicion notices are expected for those implicated.
General Staff's Zero-Tolerance Commitment
The General Staff of the Armed Forces of Ukraine has affirmed its zero-tolerance policy toward corruption.
"The Armed Forces of Ukraine adhere to a zero-tolerance policy on corruption and ensure a comprehensive, objective, and impartial investigation into every report of a possible offense," the General Staff stated. "Public trust in the defense forces' recruitment system can only be strengthened through strict adherence to the rule of law, transparency, and the inevitability of accountability for any corrupt practices."
At the same time, the General Staff noted that "isolated cases of misconduct should not devalue the service of conscription center personnel who carry out their duties honestly, professionally, and conscientiously." The 'Fair Draft' special operation represents a crucial step in combating corruption and ensuring transparency in the mobilization process.
This operation underscores the Ukrainian authorities' efforts to fight corruption in the military sphere, a particularly urgent issue during active hostilities. Violations in the conscription system can severely damage public confidence in the armed forces, making detection and punishment essential for maintaining morale and the rule of law.
