University Corruption Ring Exposed: Bribes for Draft Evasion via Fake Research Jobs

Corruption Ring Uncovered at State University

The State Bureau of Investigation has exposed a corruption scheme at a leading state university in the capital. Organizers illegally placed men of conscription age into research positions, such as lab assistants, junior researchers, or teaching assistants, to grant them deferrals from military mobilization and to embezzle state funds. This case highlights the severe challenges Ukraine faces in maintaining integrity within its institutions during wartime.

Notably, these individuals never actually appeared for work or conducted any research. They were formally listed as part of a creative team working on a project to develop unmanned aerial vehicles. Among those fraudulently registered were an agronomist, a dentist, and an auto repair shop worker.

Over six months, the scheme helped at least 14 people evade mobilization, with the cost of the illegal service ranging from $1,500 to $4,000 per person.

Legal Consequences

Four suspects have already been notified of suspicion for official document forgery and misappropriation of university funds, acts committed by prior conspiracy by a group during martial law. The relevant article of the criminal code stipulates a potential punishment of up to 12 years in prison with confiscation of property.

In a separate but related case, the SBI, in cooperation with the National Police, also uncovered a scheme for illegal mobilization into rear units without actual service. A member of a volunteer territorial defense unit acted as an intermediary in this plot.
