Some social assistance recipients need to undergo physical identification

Recipients of social payments who lived in occupied or frontline territories after February 24, 2022, and have not applied for their continuation need to undergo physical identification to restore or extend payments. This was reported by the Pension Fund of Ukraine (PFU).

Who needs to undergo physical identification again to receive social assistance from PFU

This requirement applies to citizens who receive state social assistance but have not confirmed their entitlement to it since the beginning of the full-scale invasion due to the inability of social agencies to operate in their places of residence. This concerns:

  • persons without pension rights;

  • people with disabilities;

  • those receiving care payments;

  • children and persons with disabilities from childhood.

New rules have been approved by Cabinet resolutions No. 695, No. 765, and No. 766 from June 2025, which centralize payments through the PFU.

How to undergo physical identification for the Pension Fund

Recipients can undergo identification in several ways:

  • In person at any PFU service center, presenting a passport or other document certifying identity and place of residence.

  • Through Diya.Sign, authorizing in the personal account on the PFU web portal with a qualified electronic signature.

  • Via video conferencing, registering through the service “Application for Identification” on the PFU portal.

  • Abroad – by contacting a Ukrainian diplomatic mission, which will certify the person’s presence alive.

For those whose payments were suspended in September 2025, it is necessary to submit an application and documents to the territorial PFU authority for restoration or appointment of assistance. This applies to citizens who have not updated their data after moving from occupied or dangerous areas. PFU emphasizes that timely identification will prevent delays in payments.
