The decentralization of heat supply systems in Ukraine has become an important factor in the resilience and development of communities even in wartime, said Deputy Minister Kostiantyn Kovalchuk during a briefing. He noted that while the heat supply system remains stable, the greatest challenge remains the regular attacks by Russian armed forces on heat and water supply facilities.
According to Kovalchuk, decentralization of thermal generation is an effective solution, as instead of one large heat source, several smaller sources are created, complicating the enemy's ability to leave people without heat. In practice, this approach has proven effective, as during emergencies, the mobilization of backup heat generation sources is possible.
International Support and Funding
Significant assistance in implementing the decentralization policy is provided by international partners. In particular, institutions such as the World Bank, the European Investment Bank, the German Society for International Cooperation GIZ, and others support the purchase of distributed generation equipment.
Regarding domestic investments, the Government of Ukraine has made a number of decisions regarding the procurement and financing of block-module boiler houses and cogeneration installations in several regions. Significant funds have also been allocated for fuel and lubricants for alternative power sources in frontline regions.

That is, instead of one large source, the creation of several distributed sources of smaller capacity, which at the same time complicates the enemy's ability to leave people without heat" - Kostiantyn Kovalchuk.
The decentralization of heat supply systems has proven to be an effective and important tool for ensuring the resilience and development of communities in challenging conditions. International partners, such as the World Bank and the European Investment Bank, actively support the Ukrainian state in this area. The government has also invested significant funds in modernizing heating systems and supporting alternative energy sources for regions under threat on the front line.
