Heads of HR departments earn even more, with an average monthly income of 50,000 UAH and a salary range spanning from 24,000 to 112,000 UAH. Year-over-year, HR specialist salaries have risen by 9%, while those for department heads have increased by 18%.

The capital city, Kyiv, sets the pace for compensation. The average HR salary in Kyiv is 37,500 UAH, marking a 15% increase from the previous year. In other cities, the situation is as follows:

  • Lviv and Dnipro: average HR salary - 30,000 UAH;
  • Kharkiv and Odesa: average HR salary - 27,500 UAH;
  • Zaporizhzhia: average HR salary - 20,000 UAH;

Remote workers based in the regions also earn an average of 30,000 UAH.

Notably, Lviv shows the highest regional salary growth rate at 20%. In contrast, Zaporizhzhia has seen no change in HR salaries over the past year. Overall, Ukraine's average salary rose to 28,321 UAH in February 2026, indicating positive trends in the labor market.

The number of job openings in Ukraine's labor market increased by 13% in 2026, yet the volume of applications per vacancy declined. Given the data showing rising salaries and demand for specialists in this field, it is clear that the HR profession remains vital and sought-after in Ukraine.
