Denys Shmyhal's report on the work performed as Minister of Defense
Denys Shmyhal reported to the Verkhovna Rada on the work he has done as Minister of Defense, emphasizing the strengthening of the Ukrainian military. According to his information, in 2025 direct funding for combat units was increased by 30 times. Important achievements included:
- construction of thousands of checkpoints;
- construction of thousands of kilometers of anti-tank ditches;
- launch of the project "BASTION".
Shmyhal noted that the Military Ombudsman institution is now operating at full capacity. Increasing weapons production in Ukraine has also become a significant achievement: 76% of all weapons are purchased from domestic manufacturers. Over the past six months, the military has been provided with 2.2 million drones of various types, of which 225 thousand drones and other weapons have already been delivered to the front via the DOT-Chain Defence system. In 2025, more than 1300 new samples of weapons and equipment of Ukrainian production were admitted, and the state concern "Ukroboronprom" increased production by one and a half times.
DELTA System and New Initiatives
The DELTA system has become mandatory for the entire Ukrainian military, and starting in 2026, all procurements for the Ukrainian military will be carried out by a single Defense Procurement Agency. Additionally, a thousand military units, warehouses, and bases account for resources in the SAP system. The "Budget" system for managing budget resources of the Ministry of Defense and the Armed Forces of Ukraine has been put into operation, and over 80% of units work with the Medical Information System.
An important step in the development of military technologies was the launch of the process of creating an IT vertical in the armed forces, which will consist of 5 thousand digital servicemen. In addition, the modernization of the Army+ ecosystem continues. Since September, representatives of the Territorial Center for Recruitment and Social Support have been required to use body cameras.
Denys Shmyhal, in his speech, thanked the President of Ukraine Volodymyr Zelensky, the team of the Ministry of Defense of Ukraine, and the people's deputies for their support and cooperation, and also expressed gratitude to the Ukrainian military, which holds the line.
This report reflects significant changes in Ukraine's defense capability and indicates an increase in investment in military infrastructure and technologies. Increased funding and production of domestic weapons, as well as the implementation of the latest resource management systems, indicate a strategic approach to ensuring the country's defense in the face of modern challenges. Such initiatives can significantly enhance the effectiveness of the Ukrainian armed forces in the long term.
