Lawmakers Slam Government’s Mobilization Approach: Bobrovska Calls for Overhaul of Draft Deferment Rules

Demands for Reform in Mobilization and Economic Deferment Policies

Solomiia Bobrovska, a member of Ukraine’s parliamentary committee on national security and defense from the Holos faction, has urged a revision of the economic deferment system, sharply criticizing the government’s current strategy. In comments to Glavkom, she argued that the existing deferment framework is fueling corruption.

'Right now, the Cabinet of Ministers decides which enterprises are deemed critical, and various shopping malls or gyms are using that to reserve their employees. What the hell is that about? Another huge corruption loophole is the military medical commission. But the most crucial step is restoring public trust—without that, nothing will move forward,' Bobrovska stated.

David Arakhamia, head of the Servant of the People faction and a member of the same parliamentary committee, announced that Ukraine is in the final stages of updating its mobilization legislation. At the end of March, the Ministry of Defense presented the committee with an outline of its vision for mobilization reform. Yehor Cherniev, another committee member from Servant of the People, disclosed specific details of the reform concept.

Additionally, Iryna Fryz, a committee member focusing on national security and defense, assessed the effectiveness of the current mobilization laws and outlined requirements for the government’s upcoming initiatives. Mykhailo Tsymbaliuk, a People’s Deputy from the Batkivshchyna faction and a lieutenant general of police, argued that simply transferring mobilization responsibilities from military enlistment offices to the Ministry of Internal Affairs would not solve the underlying issues. Bobrovska also predicted that parliamentary debate on the new mobilization bill would erupt into a political uproar.
