Lawmakers Demand Government Revoke Worker Reservation Rule Changes Threatening Vital Industries

Deputies urge Cabinet to cancel changes in rules for booking employees

Parliamentarians Urge Reversal of New Worker Reservation Regulations

Members of Ukraine’s Parliamentary Committee on National Security, Defense, and Intelligence have called on the Cabinet of Ministers to annul the October 13 decision that altered the rules for reserving key workers. The deputies voiced serious concerns about the potential negative impact on essential sectors such as the defense industry, energy, communications, and public utilities. They are also pushing for renewed consultations with the relevant parliamentary committee and further discussions involving business leaders and representatives from critical industries.

The National Agency on Corruption Prevention has identified three major corruption risks in the proposed changes to the worker reservation system, specifically related to:

  • the method of quota calculation;
  • the process for granting enterprises critical status;
  • the procedure for revoking that critical status.

Meanwhile, the Cabinet has already implemented changes affecting the reservation system of conscripted workers at strategically important companies. The parliamentarians have also urged the government to halt plans to establish a Coordination Center dedicated to managing the reservation process.

Concerns from Lawmakers and Risks to Defense Sectors

Serhiy Rakhmanin, committee member, stated: "Enhancing the reservation rules is essential for improving the restoration of military units' combat readiness."

He emphasized that "on the eve of winter, the state cannot afford to lose skilled personnel in these sectors, which are already facing workforce shortages."

The deputies’ demands include:

  • guaranteeing proper reservation of employees in critical industries;
  • clarifying criteria to prevent wrongful designation of businesses as critical.

They stress the importance of close cooperation with business communities and key sector representatives to ensure the effective implementation of any changes to the reservation system.

This parliamentary initiative to overturn the new worker reservation rules stems from the urgent need to preserve the workforce in sectors vital to the country’s functioning, especially amid ongoing military challenges. The National Agency on Corruption Prevention’s concerns highlight the risks that the recent changes could exacerbate existing problems. Engaging both business and specialized committees in these discussions is seen as crucial for achieving a more effective and transparent worker reservation process.

As the debate intensifies over the new worker reservation regulations, it is essential to understand the government's recent actions regarding military personnel allocation. The Cabinet's approval of military booking rules and the establishment of a Coordination Center signify a strategic shift that may further impact critical industries amidst ongoing workforce challenges.
