Systemic Violations in Vyshhorod Urban Community

An audit by the State Audit Service has revealed systemic irregularities in the Vyshhorod urban community spanning 2022 to 2025. These violations cost the local budget tens of millions of hryvnias due to unpaid share contributions, misuse of land, and disregard for the city council's own decisions. The audit materials have been handed over to law enforcement for further investigation. This case highlights ongoing challenges in municipal financial oversight across Ukraine.

Identified Violations

Auditors identified 15 construction projects where, contrary to legal requirements, mandatory share contributions for infrastructure development were not paid after the facilities were commissioned. As a result, the Vyshhorod community budget lost nearly 17 million UAH in revenue for its special fund. These funds were intended for building roads, lighting, schools, and kindergartens, but instead became a financial burden on the local budget.

Auditors also documented instances of land being used for purposes other than designated ones. On several municipally owned agricultural plots leased to private individuals for haymaking, evidence was found of foundation construction, building activities, and concrete fence installation. This renders the land unsuitable for its declared use.

  • In 2024, the Vyshhorod City Council extended a lease for a land plot near the Dnipro River for 30 years, setting a rate of 4%.
  • This contradicts the council's own decision to apply a 12% rate for plots designated for residential construction.
  • Losses from ignoring the council's own resolutions exceeded 11.2 million UAH.

Additionally, cases of illegal construction and failure to register the community's ownership rights to certain plots were uncovered. The Kyiv Prosecutor's Office has already filed a lawsuit in the Commercial Court of Kyiv against a developer company that failed to pay a share contribution to the city budget. The claim amounts to over 8 million UAH for the construction of a residential complex in the Obolon district, with a total building area exceeding 16,000 square meters. Despite the project's scale, the company did not transfer the mandatory payment for capital infrastructure development.

The identified violations point to serious deficiencies in the management of land resources and budget funds within the Vyshhorod community, potentially leading to negative consequences for infrastructure and social development.

The transfer of audit materials to law enforcement signals an intent to address the issue and recover budget losses. The authorities' subsequent actions in this situation could set an important precedent for other communities facing similar challenges.
