How Ukraine’s Tax Authority Is Assisting War-Damaged Businesses

The State Tax Service of Ukraine (STS) is introducing a tailored framework to support companies affected by the destruction caused by Russian military strikes. This new strategy prioritizes the unique challenges these businesses face, factoring in the damage from attacks when assessing tax risks. The approach aims to reduce administrative burdens and provide dedicated assistance to enterprises that have suffered substantial harm.

To implement this, the STS will compile an official registry of businesses that have officially documented damages resulting from the armed conflict. The classification of these affected entities will rely on verified information from multiple sources, including the State Emergency Service of Ukraine, military administrations, local governments, law enforcement agencies, and state registries. The evaluation of tax risks will explicitly consider the consequences of shelling and other forms of attack.

Focused Oversight and Tailored Assistance for Affected Companies

Tax inspections for businesses identified as impacted will be conducted only when justified by tangible risks, with strict limits on the scope and nature of audits. Special consideration will be given to companies that lost original documentation due to the attacks. Communication with these businesses will primarily occur through the STS’s Electronic Cabinet platform. Importantly, the tax service will not request duplicate documents already in its possession.

In cases where tax debts arise, the STS is required to promptly inform the taxpayer. However, having outstanding tax obligations will not automatically cause a business to lose its status as an affected entity. For severely damaged enterprises, the service plans to assign dedicated case managers to provide personalized guidance. Additionally, Tax Advisory Offices will be engaged to support these businesses through the recovery process.

Moreover, the State Tax Service and the State Border Guard Service have launched an automated data exchange between their electronic systems. This initiative, formalized by an agreement signed by Lesya Karnaukh and Valeriy Vavriunyuk, Acting Head of the Border Guard Service, will streamline collaboration without affecting border crossing procedures or imposing new restrictions on citizens.

These measures underscore the Ukrainian government’s comprehensive effort to aid businesses disrupted by the ongoing war. By introducing personalized support and reducing bureaucratic obstacles, the state aims to facilitate smoother business recovery. The coordination among various agencies to verify affected status highlights a holistic approach to addressing the complex challenges entrepreneurs face amid armed conflict.
