Accessibility in Ukraine: Only 20% of hotels have rooms for people with disabilities

Більшість готелів в Україні не пристосовані для комфортного проживання людей з обмеженими можливостями.

The State Agency for Tourism Development, along with regional military administrations, conducted a survey regarding the accessibility of accommodation establishments in different regions of Ukraine. A total of 6,032 entities involved in tourism activities participated in the survey, representing various types of establishments such as hotels, resorts, hostels, and others.

Participants evaluated the accessibility of establishments based on 17 criteria defined by relevant recommendations. As a result, 35.2% of establishments have ramps at the entrance, 45.4% have contrast markings, and 5.1% are equipped with lifting mechanisms. Only 20% of establishments have rooms suitable for people with disabilities, and only 29% have universal restrooms.

“In today's realities, accessibility in tourism directly correlates with the quality of life of the community, the competitiveness of the region, and new opportunities for the economy. Our task today is to unite the efforts of the government, business, and communities to create a truly accessible tourist space. Accessibility is not an additional service. It is a standard that should be default.”

In particular, the highest indicators of accessibility show problem-free entrance to the territory (47%), designated parking areas for people with disabilities (almost 72%), and knowledgeable staff (52%). The report for 2025 is available on the website of the State Agency for Tourism Development of Ukraine.

The Ukrainian State Agency for Tourism Development, along with regional military administrations, conducted a survey about the accessibility of accommodation establishments in the country. The results revealed both positive aspects and issues related to the physical capabilities of tourist establishments for people with disabilities. The presence of ramps, markings, and equipping with lifting mechanisms all influence the comfort of leisure. It is important to provide equal conditions for all guests so that the Ukrainian tourism market becomes increasingly attractive for different categories of travelers.
