Draft State Budget of Ukraine for 2026
The draft State Budget of Ukraine for 2026 allocates 2.8 trillion UAH for the security and defense sector, as well as a 50% increase in teachers' salaries. According to the document, nearly 30% of the gross domestic product (GDP) will consist of expenditures on the defense sector, confirming the defense-oriented nature of the budget.
Main Budget Expenditures
Among the main budget expenditures, the creation of a special reserve fund of 200 billion UAH is planned. Over 1.9 trillion UAH will be allocated to provide for military personnel, of which 1.7 trillion UAH will go towards military salaries. Additionally, the budget includes 60 billion UAH obtained from customs reform. Changing the income tax rates for banks from 25% to 50% is also an important element of the financial plan.
Furthermore, between the first and second readings, the revenue part of the budget was increased by 30 billion UAH. As part of the salary increase for teachers, 7 billion UAH will be allocated for raising the wages of higher education institution instructors. Additionally, 1 billion UAH is planned for humanitarian demining and 1 billion UAH for shelters in kindergartens and schools.
Hopes for increased revenue sources are expressed in the context of overall financing. As experts note, without safe infrastructure, parents will not send their children to kindergartens and schools, highlighting the importance of security spending in the budget.
