Four Cases of Harmful Organisms Found in Shipments, Reports Ukraine’s Food Safety Authority

Safety Violations in the Import of Plant-Based Goods

Ukraine's State Service on Food Safety and Consumer Protection (Derzhprodspozhyvsluzhba) has flagged breaches of safety protocols by foreign suppliers and domestic importers bringing in plant-based products. In 2026, inspectors identified four instances where shipments contained harmful organisms, leading to their disposal. Notably, roughly 70% of all incidents involving the import of plant goods stem from the absence of an original phytosanitary certificate.

Foreign suppliers and Ukrainian importers have attempted to clear goods using invalid or copied documents. Instead of legitimate paperwork, importers often submit copies, illegible scanned versions, or printed duplicates. Additional violations include:

  • use of expired international certificates;
  • missing or improper labeling;
  • concealing details about the manufacturer, product, or country of origin.

Laboratory testing of samples from each batch of plant-based goods at the border serves as the primary checkpoint for detecting dangerous organisms. When pests are found, the affected products are either sent back to the exporting country or incinerated under the supervision of state inspectors.

Oversight of Plant Product Safety

Throughout 2026, the Service sent 48 official inquiries to national plant protection organizations in other countries to verify certificates. This underscores a rigorous approach to plant product safety and a readiness to address violations that could threaten the nation's agricultural sector.

The Cabinet of Ministers has also updated land valuation rules, which may serve as an additional step toward improving conditions for Ukraine's agricultural development.

These infractions by importers and suppliers highlight the need for tighter controls and inspections at customs, as plant product safety directly impacts both the agricultural sector and the country's ecological balance. Government actions, including the revised land valuation regulations, could lay the groundwork for a better investment climate in farming and help drive growth in Ukraine's agricultural economy.
