Q1 2026 Oversight Results: How Utility Companies Were Caught Overcharging
Ukraine’s State Service for Food Safety and Consumer Protection (Derzhprodspozhyvsluzhba) carried out 88 unscheduled inspections of housing and utility pricing during the first quarter of 2026. Alarmingly, violations were uncovered in 97.7% of these audits. This crackdown followed verified complaints from citizens about unfair billing practices. As a result, businesses were hit with administrative and economic penalties totaling 862,900 Ukrainian hryvnias.
In addition, utility providers have been ordered to refund 453,000 hryvnias to consumers. When factoring in reimbursements from earlier periods, the actual amount returned already stands at 517,400 hryvnias. Of the 88 inspections, 86 confirmed infractions. Authorities issued 77 corrective orders and imposed financial sanctions in 22 cases. Seven company officials personally face fines summing to 17,000 hryvnias.

The agency stressed that 'unscheduled inspections were conducted solely based on substantiated citizen complaints regarding violations of their rights and legitimate interests.' Importantly, each audit only addressed the specific issues that triggered the complaint—meaning no broad fishing expeditions took place.
These findings highlight a troubling pattern in Ukraine’s utility sector, where rampant overcharging and noncompliance persist. The high violation rate underscores the urgent need for stricter oversight and greater accountability among service providers. Derzhprodspozhyvsluzhba has pledged to keep responding to public grievances, reinforcing its commitment to consumer protection.
