May 2026 Payroll Data for Public Servants Released
The Ministry of Finance has published salary figures for state employees covering May 2026. Excluding security and defense personnel, total staff in government bodies stood at 165,900. Compared to May 2025, average wages rose across all categories during this period.
Salary Growth by Government Tier
Regional state (military) administrations experienced the largest jump at 31.3%. The judiciary saw a 9.6% increase, while regional-level territorial bodies reported a 6.3% rise. Central government agencies managed a more modest 4.1% uptick.
These numbers point to positive shifts in Ukraine’s public sector compensation system.
The across-the-board pay growth likely reflects government efforts to improve working conditions in the state sector, which could boost employee motivation and the quality of public services. At the same time, such adjustments must be weighed against the country’s broader economic realities and fiscal capacity.
