Ukraine's Digital Ministry and Diia App Deny Plans for Electronic Draft Notices

Міністерство цифрових технологій України запевняє громадян, що електронні сповіщення про призов не плануються.

Rumors of Digital Draft Notices Officially Denied

The press services of the Diia app and the Ministry of Digital Transformation have issued a formal denial regarding the implementation of electronic military draft summonses. This follows a statement by MP Yuliia Yatsyk, who suggested such a feature could be added to Diia. However, the acting head of the Ministry, Oleksandr Borniakov, has confirmed there are no plans to introduce digital summonses.

Separately, the Reserve+ app has begun sending notifications informing users that Territorial Recruitment and Social Support Centers (TCCs) have mailed paper summonses. It is crucial to understand that these app alerts are purely informational and do not constitute the official delivery of a summons. This clarification comes amid heightened public sensitivity around military conscription procedures since Russia's full-scale invasion.

Military Ombudsperson Weighs In

Military Ombudsperson Olha Reshetilova has also emphasized that the official delivery of draft notices must be carried out exclusively by local self-government bodies and police officers.

The team at the Ministry of Digital Transformation stresses that it 'is not working on this and does not plan to implement such functionality in the future.'

The speculation around electronic summonses sparked significant public discussion, as military conscription remains a pressing issue. The decision not to proceed with this digital tool suggests the state intends to maintain traditional, in-person delivery mechanisms, which allow for greater local oversight of the process.

While not used for official summons delivery, the Reserve+ app serves as an important informational tool, facilitating communication between citizens and state authorities on matters related to military service.

Understanding the implications of military summons is crucial, especially in light of recent clarifications from the Ministry of Digital Transformation. For those concerned about their obligations, it's important to recognize that deferral does not exempt you from responding to a draft notice. This ongoing discussion highlights the need for clear communication regarding military service requirements amid evolving regulations.
