The state enterprise "Diia" plans to purchase a complex of hardware and software "Sovereign Artificial Intelligence Factory"
The expected cost of the purchase is UAH 227.5 million. According to the tender documentation, it is planned to acquire two sets, each of which will include:
- computing nodes with GPU and liquid cooling - 2 pcs.;
- control units - 5 pcs.;
- cluster management and monitoring unit - 1 pc.;
- scalable data storage platform - 1 pc.;
- switches of various types - 5 pcs.;
- NVIDIA AI Enterprise software - 16 licenses;
- cluster management and monitoring software - seven licenses.
Delivery must be made by June 1, 2026.
Procurement of the "Sovereign Artificial Intelligence Factory" complex
The procurement is carried out according to the procedure of open bidding with the specifics provided for the period of martial law. Companies with an annual income of UAH 100 million and the highest level of partnership with the server equipment manufacturer (Titanium / Platinum or equivalent) are allowed to participate. A bank guarantee of UAH 6.8 million must be provided.
The main evaluation criterion is the lowest price. The deadline for proposal submission is August 17, 2025, and the electronic auction is scheduled for August 18. The winner must also provide a contract performance guarantee of 5% of the contract amount.
Preparation for the launch of the state technological platform for artificial intelligence
The "Sovereign Artificial Intelligence Factory" is a project that the Ministry of Digital Transformation calls key for the launch of state AI services and data storage within the country.
The Ministry of Digital Transformation of Ukraine announced the launch of AI Factory - the first state technological platform for artificial intelligence. According to the head of the department, Mykhailo Fedorov, the project is already in the active preparation phase.
By 2030, Ukraine plans to enter the top three leaders in the level of AI development. For this ambitious plan, infrastructure plays a key role - powerful computing clusters, data storage, and modern software.
