Arrest of a Children’s Camp Director in Montenegro

Montenegrin authorities have detained the former director of the Olympic Village children’s camp on suspicion of involvement in the drowning death of a 10-year-old boy. The incident occurred on August 3, 2023, when the child drowned while swimming in a lake located within the sports and recreation complex. The arrest took place on June 21, and the suspect is currently being held pending an extradition request. Interpol had issued a Red Notice at the request of Ukrainian authorities, placing her on an international wanted list. Extradition proceedings are now underway.

Charges and Case Oversight

In connection with the same case, a court is reviewing an indictment against a camp trainer accused of leaving a minor in danger, resulting in death, under Article 135, Part 3 of the Ukrainian Criminal Code. Additionally, the director of the private entity responsible for workplace safety compliance has been notified of suspicion under Article 271, Part 2 of the Ukrainian Criminal Code.

'This case is a matter of principle for me. When I met with the victim’s parents, I promised that those responsible for his death would be held accountable. Fleeing abroad does not erase responsibility.' Prosecutor General Ruslan Kravchenko

The case has drawn significant attention both in Ukraine and internationally, highlighting critical concerns about child safety during recreational activities. The camp director’s arrest in Montenegro and the likelihood of her extradition underscore the determination of Ukrainian law enforcement to pursue justice in cases involving child fatalities. Prosecutor General Kravchenko’s commitment to ensuring accountability may also help shape future safety policies at children’s camps across Ukraine.
