Water Resource Situation in Ukraine and Romania
Due to the drought, the Dniester River has an exceptionally low water inflow. According to the operational assessment of the Ukrainian Hydrometeorological Center on August 17, the total inflow to the Dniester Reservoir is around 20% of the norm, which for August is 256 m³/s. Since the beginning of August, the water level in the Dniester Reservoir has dropped by 76 cm, marking the lowest water level recorded in history.
The Dniester plays a crucial role in providing water to millions of Ukrainians, and it is also critically important for the energy sector and agriculture in several regions of Ukraine. In this regard, Ukrhydroenergo reports critical low water levels and the management of water scarcity with a priority on ensuring water supply for people.
The General Director of Ukrhydroenergo, Bohdan Sukhetskiy, stated: 'We have entered a period where we are effectively managing water scarcity. And here the priority is clear — people and their water supply.'
Energy is vital for the country, especially in wartime, but the water from the Dniester today is needed not only for electricity generation. It must ensure the operation of water intake facilities, meet the needs of communities, and maintain the necessary river flow downstream. Therefore, our task is to responsibly navigate this period and conserve resources as much as possible.
Water Supply Issues in Romania
In neighboring Romania, there are also serious water supply issues. Due to the record low water levels in the Danube, the process of disconnecting the last operational reactor of the Cernavodă Nuclear Power Plant from the energy grid has begun. The state energy company Nuclearelectrica reported this, emphasizing that the drought at the end of July forced the shutdown of one of the two reactors at Cernavodă, each with a capacity of 706 MW.
Together, these two reactors provide about one-fifth of Romania's electricity. The Romanian authorities declared a state of emergency in the energy sector for the entire month of August and urged businesses and households to voluntarily reduce consumption during peak evening hours.
These events highlight the significant challenges faced by countries in the region due to climate change and water resource shortages.
