Ukrainian Pensioners Must Complete Identity Verification by December 31, 2026, or Face Suspension of Benefits Starting 2027

Українські пенсіонери обов'язково повинні підтвердити свою особу до кінця 2026 року, інакше з 2027 року їм можуть призупинити виплати.

Mandatory Physical Identity Verification for Ukrainian Pensioners

By the end of 2026, certain groups of Ukrainian pensioners are required to undergo physical identity verification. Failure to comply will result in the suspension of pension payments beginning January 2027. This requirement is established under the Cabinet of Ministers of Ukraine Resolution No. 299, dated February 11, 2025.

Who Needs to Verify Their Identity?

Each year, two specific groups of pension and insurance benefit recipients must complete the verification process:

  • The first group consists of Ukrainians living temporarily abroad who have spent at least 183 days outside Ukraine within the year. This also includes individuals with temporary protection or refugee status due to the Russian aggression who have not registered permanent residence abroad.
  • The second group includes pensioners residing in territories currently under Russian occupation.

However, identity verification is not mandatory for pensions paid under international agreements between Ukraine and other countries that do not require such checks. Additionally, Article 51 of the Law on Compulsory State Pension Insurance provides certain exemptions from this verification process.

"The purpose of this verification is to confirm that the individual receiving state funds is alive and that the pension payments are going to the rightful beneficiary."

The Pension Fund of Ukraine emphasizes that if a pensioner fails to complete the mandatory physical verification, their pension payments will be frozen.

This policy reflects ongoing efforts by Ukrainian authorities to enhance transparency and operational efficiency within the pension system amid the ongoing social and economic challenges caused by the war. Importantly, the new rules apply not only to pensioners living within Ukraine but also to those temporarily abroad or residing in occupied areas. This could significantly affect the financial support for many individuals dependent on state pensions.
