The State Tax Service Collected UAH 1.246 Trillion in Taxes: How the Plan Was Executed

Tax Collection in 2025

The State Tax Service of Ukraine (STS) collected UAH 1.246 trillion in taxes in 2025, which amounts to 97.4% of the planned collection execution. The plan for 2025 was raised by more than UAH 100 billion compared to the previous year. This indicates the stability of tax revenues even under challenging conditions.

Main Sources of Tax Revenues

The main sources of tax revenues were:

  • Personal income tax – UAH 362.9 billion;
  • Value-added tax – UAH 306.5 billion;
  • Corporate profit tax – UAH 284.7 billion.

The peak activity of tax officials traditionally falls in March and April, when a significant portion of audits takes place.

In 2025, the STS planned to conduct 4,558 audits, which is 5% less compared to the previous year. At the beginning of the year, 278 audits were carried out. As noted by Lesya Karnauh,

“Despite the extremely challenging conditions, the revenue plan for taxes and fees has been executed at 97.4%.”
She also emphasized that
“thanks to the joint efforts of the STS and each taxpayer, significant shortfalls at the end of the year were avoided.”

The collection of taxes at 97.4% of the plan in conditions of increasing requirements for revenues indicates that the tax collection system in Ukraine remains resilient even amidst economic difficulties. The main sources of revenues confirm the importance of personal income tax, VAT, and corporate profit tax, which are critically important for financing state programs and social initiatives. The reduction in the number of audits may indicate the STS's attempts to optimize its operations and reduce the burden on taxpayers while maintaining the effectiveness of tax collection.
