Guidelines on Holding Two Valid Foreign Passports Simultaneously
With growing questions about the legality of possessing two valid foreign passports at the same time, the State Migration Service has clarified the rules. According to their explanation, the second passport becomes valid from its issuance date as indicated in the document and can be used immediately upon receipt. When both passports are valid, they may be used simultaneously. The Legal Judicial Newspaper emphasizes that
“the validity of one passport does not depend on the validity of the other”.
Benefits of Having Two Passports
Maintaining two valid foreign passports can be particularly useful, for example, when one passport contains a valid visa. Each passport has its own expiration date, which does not affect the other. To apply for a foreign passport at age 16 or older, the following are required:
- Individual Taxpayer Identification Number;
- Ukrainian national ID card.
For children under 16, document requirements vary by age group:
- Under 12 years old – the child’s presence or a 10×15 cm photo is required;
- From 12 years old – the child must be present;
- From 14 years old – possession of a Ukrainian ID card or electronic passport is mandatory.
In all cases, one parent must be present with their Ukrainian ID and the child's birth certificate.
Additionally, on October 6, 2026, the State Migration Service offices and Passport Service branches resumed normal operations following several days of technical issues. This update is crucial for citizens planning to apply for foreign passports or seeking guidance on their use.
Understanding the regulations surrounding the use of two valid foreign passports is essential for Ukrainian citizens, especially given the increasing pace of international travel. It enables better travel planning by allowing the use of visas and documents already held without risking legal violations. The restoration of the State Migration Service’s full functionality also supports faster processing of passport applications, which is vital for those with urgent travel plans.
