Two Police Officers Charged with Official Negligence

Two patrol officers from Kyiv's police force have been formally notified of suspicion for official negligence during the terrorist attack that occurred in the capital on April 18th. The investigation established that the patrol crew failed to use their service weapons and abandoned the scene, which allowed the attacker to continue shooting, resulting in the deaths of seven people. This case highlights the critical importance of first responder protocol during active threats.

Events at the Attack Scene

The patrol crew arrived at the scene in response to reports of gunfire, where they found a wounded boy, a man, and a woman, all requiring urgent assistance. The boy, who had a gunshot wound, pleaded with the officers

"not to save him, but to help his father."
Another child was also present nearby. However, instead of providing aid, the patrol officers left the incident site, effectively fleeing, which permitted the attacker to continue shooting at passersby.

The shooting spree, which lasted from 4:35 PM to 6:00 PM, claimed the lives of six people. Today, another man died in the hospital from his injuries, becoming the seventh victim of the terror attack. Ukraine's Prosecutor General, Ruslan Kravchenko, stated that the investigation has gathered sufficient evidence to notify the two officers from the Kyiv Patrol Police Department of suspicion. They are being charged with official negligence that caused grave consequences, under Part 3 of Article 367 of Ukraine's Criminal Code. The pre-trial investigation is ongoing.

This situation underscores the severe repercussions of law enforcement officers failing to properly execute their duties, particularly in the context of terrorist threats. The absence of an adequate response from the patrol officers at a critical moment led to a tragedy in which innocent people died. The continuation of the investigation and the potential consequences for those found guilty could serve as a crucial signal for improving response standards within Ukraine's law enforcement agencies.

As the investigation into the actions of the patrol officers unfolds, it's vital to consider the broader implications of their inaction during such a critical incident. The response from law enforcement is under scrutiny, leading to disciplinary measures against other officers as well.
