Charges of Official Negligence Filed

Two police officers in Kyiv have been formally charged with official negligence in connection with their response to a terrorist attack on April 18th. The attack resulted in the deaths of seven people, including children, and the officers' actions have come under intense public scrutiny. This incident has sparked a broader debate about police protocols during mass casualty events in Ukraine.

The attack occurred on a Saturday when a patrol crew responded to reports of gunfire. At the scene, they found a boy, a man, and a woman who had been wounded, with other individuals, including another child, also present. The boy had sustained a gunshot wound. Although the patrol officers were carrying their service firearms, they did not use them. From 16:35 to 18:00, six people were killed in the Kyiv shooting, and a seventh victim later died in the hospital from his injuries.

Investigation and Public Debate

The two officers from the Kyiv Patrol Police Department have been charged under Part 3 of Article 367 of the Criminal Code of Ukraine for official negligence. A pre-trial investigation is ongoing. The gravity of the situation is underscored by a reported instruction concerning the wounded boy:

“not to save him, but to help his father.”

This tragedy has triggered a significant public discussion regarding the effectiveness of law enforcement actions during emergencies. Given the high number of casualties, questions about police accountability and their preparedness to respond in critical situations are of paramount importance. The ongoing investigation may reveal systemic issues within the patrol police that require urgent attention.
