Ukrainian State Registry Resumes Open Data Publication
As of January 19, 2026, the Unified State Register (USR) has resumed publishing open data concerning sole proprietors. The current data shows a total of 2,181,217 such entrepreneurs are officially registered in Ukraine. This registry is a key tool for business transparency and verification in the country.
The number of registered sole proprietors has increased by approximately 6,000 in less than a month. Concurrently, the count of active proprietors has grown by 14,412 compared to 2024. Over the four years of full-scale war, the entrepreneurial base has expanded by 194,000 individuals. Growth rates have fluctuated, exceeding 5% in 2023, dropping to 3.5% in 2024, and slowing significantly to just 0.39% in 2025.
Cessation of Business Activity Among Sole Proprietors
Since the start of 2025, a significant number of sole proprietors—250,209—have ceased operations. January 2025 alone saw 59,723 cases of business termination. These registration shifts are occurring against a backdrop of economic pressure, including International Monetary Fund requirements to introduce mandatory Value-Added Tax (VAT) for sole proprietors operating under a simplified tax system.
The resumption of USR data publication is expected to enhance transparency and improve the business climate in Ukraine. It may also influence entrepreneurial activity during a period of economic instability by allowing business owners to better assess market conditions. The overall growth in registrations suggests a degree of business adaptation to the challenging environment, despite the ongoing war and new fiscal demands.
