EIB transferred 83.6 million euros for public transport and infrastructure in Ukraine

Infrastructure Project Financing in Ukraine

The European Investment Bank (EIB) transferred 83.6 million euros in December 2025 for the implementation of six urban infrastructure and energy efficiency development projects in Ukraine. This financing aims to support public transport, education, and infrastructure amid the war.

In particular, 24.6 million euros is allocated for the purchase of trams, trolleybuses, and buses for cities such as Lviv, Dnipro, Ternopil, and Kremenchuk. This step aims to improve the quality of public transport in these settlements. Furthermore, 22 million euros has been allocated for the 'Higher Education of Ukraine' project, which underscores the importance of investing in the country's educational infrastructure.

Main Funding Directions

  • 24.6 million euros for purchasing trams, trolleybuses, and buses.
  • 22 million euros for the 'Higher Education of Ukraine' project.
  • 18.4 million euros for the development of municipal networks.
  • 13.5 million euros for modernizing the railway.
  • 5.15 million euros for thermomodernization of public buildings.

Throughout 2025, the government of Ukraine attracted a total of 144.6 million euros from the EIB, highlighting active cooperation with international financial institutions. The total EIB portfolio in the state sector of Ukraine includes 27 projects totaling 4.7 billion euros, reflecting the scale of investments in Ukrainian infrastructure. In March 2025, an agreement was signed for 2 billion euros in guarantees for the EIB, indicating ongoing support and trust in Ukraine's economy.
