Lutsk cannot yet finalize the contract for 18 new trolleybuses: the European Investment Bank is still reviewing the tender results. The purchase costs €7.6 million, and due to delays in the procedure, the vehicles could be delivered as late as 2027. The city previously also changed the trolleybus schedules in Lutsk. This was reported by the representative of the movement “SVIDOMI” Andriy Luchyk.
What is known about the purchase of trolleybuses for Lutsk
One company took part in the tender - LLC “Bas Motor”. The city evaluated its proposal and sent the report to the EIB at the end of May. Now the bank must verify whether the tender and the proposal meet the procedural requirements.
The total cost of the purchase is €7.6 million. Of this, €6.3 million Lutsk plans to receive as a loan from the European Investment Bank, with €1.3 million being the city’s contribution. Similar purchases under the project “Urban Public Transport of Ukraine” are also being conducted in other cities, including Ternopil is purchasing trolleybuses with EU funds.
Why the decision on transportation was delayed
Oksana Karpyk, the acting director of the economic policy department of the Lutsk city council, explained that the delay does not mean the bank has refused to finance the purchase. Among the reasons is the change of the EIB consultant who was overseeing the project.
«Only after that can we talk about finalizing the contract and the actual delivery of the new trolleybuses», - said Karpyk. Until the review is completed, the city cannot specify the exact delivery date.
According to Luchyk, if the procedure is delayed, the city may receive the full batch of vehicles next year. The purchase is part of a broader renewal of the urban electric transport: such projects, supported by the EIB, are also being implemented in other communities, including Dnipro is preparing to purchase electric transport.
