Bail Posted for Ex-Ukrainian Border Chief in Cigarette Smuggling Scheme Uncovered by NABU

The Case of Serhii Deineka

Bail of 10 million hryvnias has been posted for Serhii Deineka, the former head of Ukraine's State Border Guard Service, who is a suspect in a cigarette smuggling case. The bail was paid by another individual on February 2. Meanwhile, for a second suspect, former head of the Solomonovo border unit Oleksandr Marushchak, the required bail of 2 million hryvnias has not been paid.

Corruption Scheme Exposed

Ukraine's National Anti-Corruption Bureau (NABU) and the Specialized Anti-Corruption Prosecutor's Office (SAPO) have exposed a large-scale corruption scheme within the State Border Guard Service. The investigation found that former and current senior officials facilitated the illegal smuggling of cigarettes into the European Union. To carry out these criminal activities, the perpetrators used vehicles with forged diplomatic license plates and involved relatives of Ukrainian diplomats.

A judge of the High Anti-Corruption Court (HACC) has applied pre-trial restrictions to the former top officials of the Border Guard Service. NABU and SAPO are currently conducting searches at the premises of the ex-head of the service, Serhii Deineka, as part of the ongoing investigation into this case.

This investigation into corruption within Ukraine's Border Guard Service highlights systemic problems that persist within the country's law enforcement bodies. Exposing such criminal activity also underscores the critical role of Ukraine's anti-corruption institutions, which are tasked with combating corruption at all levels. These agencies have been central to Ukraine's reform efforts since the 2014 Revolution of Dignity.
