The State of Ukraine's Fuel Market
In an interview on journalist Lana Shevchuk's YouTube channel, Oleg Popenko, an expert in housing, utilities, and energy, raised serious concerns about cartel collusion in Ukraine's fuel market and the inaction of state regulators. He stated that all major networks are operating in a coordinated scheme, creating a critical market situation. This issue is particularly sensitive for a nation already grappling with economic pressures from the ongoing war.
Popenko identified the state-owned company 'Ukrnafta' as a key market player. He stressed that under such collusion, genuine competition is impossible.
“It won't happen that the state company keeps prices at 55-60 hryvnias while others sell for 70. Everyone will immediately raise their prices,”the expert noted. This comment highlights a market devoid of proper regulation, which directly harms pricing policies for consumers.
Systemic Failures in Fuel Market Governance
Oleg Popenko further emphasized that the state system for managing the fuel market is 'completely broken down to its foundation.' He believes that 'everything that was built has been dismantled over time, and now we've reached a point where nothing works—no state structure is functional.' This casts severe doubt on the effectiveness of the Antimonopoly Committee, the designated market regulator.
The expert pointed out that 'the state and business have become so intertwined into a single structure that they feel completely untouchable.' According to him, when a business raises prices by 10 hryvnias and the regulator imposes a fine of just 3-5 hryvnias, the companies still profit from the maneuver.
“They will easily pocket the remaining 5 hryvnias,”Popenko underscored.
These statements reveal profound failures in the governance of Ukraine's fuel market, demanding urgent intervention from state authorities.
The situation is alarming not only for experts but for society at large, as uncontrolled fuel price hikes can increase transportation costs and contribute to broader inflation. Research and reforms in this sector are critically needed, especially during a period of economic instability. It is imperative for state bodies to take decisive steps to restore market competition and ensure fair prices for consumers.
