What is known about the backup heating network to Teremky
In Kyiv, experts have developed three options for laying the heating network in Teremky, two of which allow for a complete bypass of Teremky Park. The proposed routes have already been submitted to the city authorities for consideration, while work in the park remains under a moratorium. The community expresses concerns about the possible expansion of the infrastructure corridor within the project.
Specialists Maksym Myatko and Dmytro Kozakov prepared three routes:
- along Teremkivska Street;
- along the duplicator of Academician Hlushkov Avenue;
- through the territory of Teremky Park with minimal interference in the green area.
Preliminary analysis showed that the options passing outside the park are technically feasible. These routes can simplify the transition across the Ring Road and avoid its excavation in a trench-like manner.
The city authorities and the contracting organization of the project group were to process the proposed routes by August 28. During the processing of the routes, the moratorium on work in the park on Teremkivska Street has been extended. The deputy head of the Kyiv City State Administration, Petro Panteleyev, previously emphasized that there is little time left for project implementation. The heating network is needed to create a backup heating supply scheme for Teremky in case of a critical shutdown of CHPP-5.
The community has raised questions about the possible placement of other communications within the 18-meter corridor. In responses from the Kyiv City State Administration, the projected street Athena Pashko was mentioned, which, according to the detailed land plan, was to pass through the area of the current park. Residents want clarification on whether the project will be limited to laying the heating network or if it involves creating a wider infrastructure corridor. One participant in the meeting noted:
“The heating network should remain a heating network, and the park should be a park.”
On July 31, construction of a new heating network for the Teremky-1 and Teremky-2 residential areas began in the Holosiivskyi district of Kyiv within the Kyiv Resilience Plan. For the new heating network's installation, some green plantings in the construction zone will have to be removed. The Kyiv City State Administration stated that after completing the work, the area will be fully restored by planting new trees, bushes, and other plants. The logging of trees in the forest strip between the Republic residential complex and the old development on Teremkivska Street, and in the Teremky-1 area, began on July 24. This area was granted the status of a recreational park in 2019, with some trees over 100 years old.
The Kyiv City State Administration had previously stated that there is no other technically feasible route for the work. On August 11, it became known that work in the forest strip in Teremky was suspended for two weeks. The residents of Teremky do not oppose reliable heating supply to the area but demand that the engineering project is not used to expand interference in the park area.
