Electric Vehicles in Ukraine: What Tax Benefits Can Be Expected Until 2026

In Ukraine, during the first state registration of passenger cars equipped exclusively with electric engines, the pension fee is not paid. This rule remains in force, making the purchase of electric vehicles more attractive for consumers. Additionally, until January 1, 2026, there is an exemption from value-added tax (VAT) for such cars, which also contributes to their growing popularity.

Changes regulating these tax benefits were introduced by the law dated July 15, 2021, No. 1660-IX. They represent a step towards the development of ecological transport in Ukraine and encourage the transition to electric vehicles. As of December 2025, no changes to extend tax benefits have been approved, meaning that after the expiration of the current benefits, the situation may change.

The Impact of Global Trends on the Electric Vehicle Market

It is also worth noting that starting from January 1, 2026, China will ban the export of used cars with zero mileage. This may affect the electric vehicle market not only in Ukraine but also on a global scale. As a result, potential buyers of electric vehicles in Ukraine can take advantage of the available tax benefits until 2026, while the market situation remains unchanged.

Tax benefits for electric vehicles in Ukraine can significantly influence their growing popularity among consumers, which, in turn, will contribute to reducing pollutant emissions and the development of ecological transport. However, with the approach of 2026, active discussions are expected regarding the possible extension of these benefits or the introduction of new initiatives that could change the situation in the market. Moreover, the impact of global market trends is crucial, particularly China's ban on the export of used cars, which may affect Ukraine and other countries.
