Emigration Challenges and Demographic Shifts in Ukraine
In a recent interview, Doctor of Economic Sciences Ella Libanova discussed the greater difficulty rural residents face in emigrating during the war compared to city dwellers, as well as broader demographic changes in Ukraine. She explained that for people living in villages, leaving home at any moment is inherently difficult. This complicates the possibility of going abroad, in contrast to urban residents who typically possess more resources and opportunities for rapid evacuation. The war has exposed and intensified pre-existing socioeconomic divides within the country.
Libanova herself left Kyiv for the Zakarpattia region at the start of the full-scale invasion. By March 4, 2022, she was already in Zakarpattia, where she observed significant shifts in the demographic landscape. She noted that regions like Kherson and Chernihiv are now largely empty due to ongoing population outflow. Meanwhile, western oblasts of Ukraine, particularly Zakarpattia, are overcrowded with internally displaced Ukrainians, with a high percentage of the population consisting of forcibly relocated persons.
Future Migration Trends and the Path to Return
Ella Libanova also stated that major migration processes lie ahead for the nation. She emphasized the importance of supporting the return of war migrants to Ukraine but urged that this be done cautiously, taking into account the complex situation in which many Ukrainians find themselves. Rebuilding the social fabric will require sensitive, long-term policies.
