Following Russian attacks on February 11th, consumers in parts of Zaporizhzhia, Kharkiv, and Dnipropetrovsk oblasts are experiencing temporary blackouts. The situation is also critical in the Kyiv and Odesa regions. Across the country, hourly power outage schedules are in effect, alongside capacity restrictions for industry and businesses. Emergency blackouts are being enforced in some areas. This crisis is part of a sustained campaign targeting Ukraine's civilian infrastructure, which began with the full-scale invasion in 2022.

With low temperatures recorded on February 10th-11th, even stricter power outage schedules will be implemented. As of February 10th, 2026, nearly 1,400 residential buildings in the capital remain without heating due to damage to the energy infrastructure and local system failures.
