Affordable-mortgage programme eOselia surpasses UAH 50 billion in lending

Since its launch in October 2022, the eOselia affordable-mortgage programme has helped more than 28,000 Ukrainian households buy their own homes in almost four years. The total amount lent under the initiative now stands at UAH 50 billion, a clear sign of strong demand for this financial product.

Military personnel and security-sector professionals form the largest share of borrowers, accounting for 13,077 loans. Veterans account for 685 loans, internally displaced people for 2,377, doctors for 1,890, teachers for 1,888, and researchers for 518. Young adults aged 26 to 35 make up 43.7% of all recipients.

Housing conditions transformed by the scheme

The initiative has also improved living conditions for children, with 18,000 children now growing up in homes purchased through eOselia. On average, the apartments and houses bought have a floor area of 56.3 square metres, and 46% of purchases took place on the primary property market. The regions where Ukrainians most often used the programme include:

  • Kyiv region and the city of Kyiv
  • Lviv region
  • Ivano-Frankivsk region
  • Odesa region

The programme is part of the "Made in Ukraine" policy for developing domestic producers. It represents an important step toward making housing more affordable for the groups that need it most, especially military personnel and internally displaced persons. By stimulating the property market, eOselia supports Ukraine's broader economy, and its success may serve as a reference point for future housing-policy efforts. For an English-speaking audience, this highlights how government-supported lending can expand access to housing while also helping to sustain economic activity.
