Starting April 22, the European Union has rolled out revised rules for the non-commercial movement of pets from non-EU countries. These changes aim to streamline processes for pet owners while still prioritizing animal safety and health. The announcement was made by Ukraine's State Service for Food Safety and Consumer Protection, as reported by Glavkom.

Key Requirements for Pet Travel

The new regulations include several core requirements:

  • Mandatory microchipping for animal identification;
  • Valid rabies vaccination;
  • Antibody titer testing;
  • Obtaining an international veterinary certificate.

The veterinary certificate must list the pet's owner, even if a designated representative handles the transport. Animals can only travel within a five-day window before or after the owner's own trip. Additionally, the antibody titer test result must be issued at least 90 days before the veterinary certificate is granted.

The EU has also approved new formats for accompanying travel documents. For pet birds, an extra declaration is now required, confirming their housing conditions after arrival. A transitional period for dogs, cats, and ferrets will run until March 31, 2027. For pet birds, the transition applies only if a certificate is issued before October 1, 2026.

According to the State Service, these rules do not introduce extra restrictions for owners. Instead, they are designed to make procedures clearer and more predictable. The updates are intended to improve conditions for moving pets within and beyond the European Union.

The introduction of new pet movement rules across the European Union marks a significant step in ensuring the safety of both animals and their owners.

These changes could also boost international tourism and travel by simplifying the process for those planning trips with their pets. It is essential for pet owners to familiarize themselves with the updated requirements to avoid any complications when transporting their animals.
