EU Intelligence Gap Puts Ukrainian Secrets at Risk of Reaching Russia

Недостатня співпраця розвідок ЄС створює загрозу для української інформаційної безпеки.

The European Union's Security Landscape

Analyst Tigran Avakyan, speaking on political commentator Yuriy Romanenko's broadcast, has raised an alarm over the lack of a unified intelligence community within the European Union. He argues this structural weakness facilitates the leakage of sensitive Ukrainian information to Russia. Avakyan pointed to the increasing activity of Russian intelligence services inside EU nations, which elevates the security threat across the region. He stressed that after five years of war since the conflict escalated, Europe's reliance solely on national intelligence agencies is insufficient to effectively counter these challenges. This decentralized approach stands in stark contrast to adversaries who operate in a more coordinated manner.

The European Union participates in the war as a logistical and economic support base for Ukraine. However, Avakyan stated that the absence of consolidated intelligence bodies at the confederation level hampers effective cooperation between member states. He noted that

"the situation is difficult because we are already in the fifth year of war, and the European Union is directly participating in the war—so Europeans shouldn't be under any illusions—by serving as a logistical base."

Furthermore, the analyst highlighted numerous instances of assassinations, leaks of classified data, and high-level corruption scandals within the EU. Specifically, he referenced the scandal involving the wiretapping of Hungarian Foreign Minister Péter Szijjártó, who was overheard discussing with Sergey Lavrov the removal of sanctions from relatives of Russian oligarchs. Avakyan emphasized that

"Ukraine is fighting a war, Ukraine shares secret information with its key allies in the European Union,"
but lamented that "among these allies... there are elements, including within intelligence communities, who pass this information on, theoretically, to Ukraine's enemies."

Calls for Action

Given the heightened activity of Russian intelligence, Avakyan warned that "if the European Union does not address this situation, then, as always, such a situation can only intensify." He called for greater efficiency from security agencies, arguing that "when you are not working, when you are ineffective, but you have an enemy, they will always be working, they will always be acting."

Thus, the lack of a unified EU intelligence community poses a serious threat to regional security and to Ukraine, which continues to fight against armed aggression. Avakyan concluded that "this is a war of survival," and urged a consolidation of efforts to prevent further information leaks and strengthen security in Europe.

Avakyan's comments underscore the critical need for better integration of intelligence capabilities within the European Union, especially amid growing threats from Russia. Enhancing coordination between national security services could significantly improve the effectiveness of responses to security challenges and prevent leaks that threaten both Ukraine and EU member states. In the context of a protracted war, bolstering security and intelligence cooperation has become an urgent priority for ensuring stability across the region.

The current challenges highlighted by Avakyan underscore the urgent need for a more cohesive approach to defense within the EU. As the conflict in Ukraine continues to evolve, understanding how the lessons learned from this war are influencing Europe's defense strategies for the future becomes increasingly critical for ensuring regional stability.
