EU Targets Nearly 1,600 Individuals Linked to Russia’s Ballistic Missile Production with New Sanctions

Європейський Союз вводить санкції проти близько 1,600 осіб, пов'язаних із виробництвом балістичних ракет у Росії.

EU Expands Sanctions to Weaken Russia’s Military Supply Chain

On October 12, 2026, the foreign ministers of the European Union member states approved a significant expansion of the EU’s sanctions list, adding nearly 1,600 individuals connected to Russia’s military-industrial complex. More than half of those targeted are directly involved in the production chain of ballistic missiles. This move aims to disrupt, delay, and increase the costs associated with Russia’s weapons manufacturing, which plays a critical role in the ongoing conflict with Ukraine.

Possible New Restrictions on Russian Diplomats and Visa Controls

The EU Council is also considering imposing travel restrictions on Russian diplomats within member states. Proposed measures include:

  • a complete ban on diplomats traveling outside their country of accreditation;
  • limiting visa issuance to individuals who have fought alongside Russian forces in Ukraine.

Since mid-2026, the EU has been debating tighter visa restrictions aimed at Russians engaged in the conflict. Although the 21st package of sanctions includes a visa ban for Russian military personnel, this provision has yet to be implemented.

In line with these measures, Ukrainian President Volodymyr Zelensky has signed decrees enforcing the National Security and Defense Council’s decisions to sanction Russian entities involved in ballistic missile production. These sanctions also target companies and individuals facilitating the circumvention of financial sanctions, as well as those operating on behalf of Russia in territories temporarily occupied within Ukraine.

'EU Foreign Ministers just adopted nearly 1,600 new sanctions listings targeting Russia's military-industrial complex. This is the single largest expansion of our sanctions list since Russia started its war. Europe is again showing a united front.' - Kaja Kallas, EU Foreign Minister

The newly imposed restrictions are designed to hinder Russia’s arms production capabilities by increasing operational challenges and costs. Experts believe these measures will significantly weaken Russia’s military effectiveness over time.

These sanctions form part of a broader international effort to pressure Russia amid the war in Ukraine. The expansion of the EU’s blacklist underscores a strengthening unity among European nations in opposing Russian aggression and supporting Ukraine. Additionally, the sanctions could have lasting impacts on Russia’s economy and defense industry by limiting access to crucial technologies and resources.

The recent expansion of sanctions by the EU marks a crucial step in its strategy to undermine Russia's military capabilities. In a related development, the EU has reached a preliminary agreement to reconsider the sanctions on certain individuals, including Usmanov and Fridman, while reinforcing broader restrictions. This dual approach highlights the complex nature of the sanctions landscape. For more insights on these evolving measures, you can read about it here.
