EU Financial Assistance to Ukraine
The Council of the European Union has given the green light to allocate close to €2.8 billion to Ukraine through the Ukraine Facility initiative. This program, with a total budget of €50 billion for the 2024–2027 period, is designed to help Ukraine implement reforms and advance its European integration. By the end of May 2026, 86 steps of Ukraine’s plan had already been completed under this framework, with an additional 65 steps currently in progress.
Since the instrument became operational in 2024, Ukraine has received €26.8 billion. The Ukraine Facility program anticipates mobilizing up to €90 billion in EU financial aid during 2026–2027. The Verkhovna Rada ratified the loan agreement, with 298 members of parliament voting in favor. Repayment of the principal amount is planned to come from reparations paid by the Russian Federation, while interest on the loan will be covered by the EU budget.
Scale of Support for Ukraine in 2026
For 2026, total support to Ukraine is set to reach up to €45 billion. Of this, the defense component will account for up to €28.3 billion, and the budgetary component up to €16.7 billion. Within the budgetary portion, up to €8.35 billion will be provided as macro-financial assistance, with an additional €8.35 billion delivered through the Ukraine Facility mechanism.
Yulia Svyrydenko stated: 'As of the end of May 2026, through joint efforts, 86 steps of Ukraine’s plan have already been completed, with another 65 in the process of implementation. We continue to implement reforms together and move along the path of European integration.'

The latest decision by the EU Council highlights the significance of supporting Ukraine amid the ongoing war and the need for structural reforms. Funding through the Ukraine Facility is expected to serve as a key tool for enacting necessary changes that will not only stabilize the economy but also deepen integration with the European Union.
