EU's New Drone Security Action Plan

The European Commission has unveiled a comprehensive Drone Security and Counteraction Action Plan. This initiative, a direct response to threats from Russia, focuses on enhancing preparedness, boosting detection capabilities, coordinating responses, and strengthening the EU's overall defense posture. It includes close cooperation with Ukraine, the creation of a joint Defense Innovation Office in Kyiv, and dedicated funding. The plan represents a significant step in European security integration, moving from concept to concrete action.

Joint Defense Innovation Office in Kyiv

The joint Defense Innovation Office to be established in Kyiv will be crucial for capturing frontline combat experience in countering unmanned aerial vehicles (UAVs), including 'Shahed' drones and other types. The plan will be presented for discussion at the next EU leaders' summit, where funding levels are expected to be agreed upon.

Ukraine has already developed its own counter-drone laser weapon named Sunray, which is part of the country's broader 'anti-drone dome' concept. Full deployment of this defensive system is planned for the summer of 2026. The Sunray laser system, mounted on a pickup truck, can disable drones in seconds, operating almost silently and without a visible beam. It is controlled via cameras and cost several million dollars to develop over approximately two years.

Andrius Kubilius noted that 'the plan turns the political vision of a 'Drone Wall' into an industrial reality.' The key priorities of the Action Plan are:

This Action Plan marks a vital step in fortifying European Union security against the growing threat of unmanned aerial vehicles.
