The EU allocates €90 billion to Ukraine for defense: how it will affect the course of the war

The European Union allocates a loan of €90 billion to Ukraine to support defense until the end of 2027. This decision is made against the backdrop of ongoing military actions, particularly the advance of Russia on the front, which has been continuing at an average pace of 176 square miles per month throughout 2025. In these circumstances, Ukraine is trying to strengthen its defense capabilities.

Despite financial support from the EU, Russia continues to ramp up its military efforts. It is estimated that losses for the RF amount to about 382,000 killed and wounded. At the same time, 22% of the Donetsk region is under threat of loss for Ukraine, and the Russian advance could take at least a year while losing over 400,000 troops. In light of these events, Ukraine states the need to shift to a dynamic defense mode. As Bohdan Krotevych notes,

“the priority must be to create reserves.”

The situation on the front and mobilization

It is worth noting that Russia is currently recruiting about 30,000 military recruits per month, while Ukrainian forces are recruiting approximately 27,000 per month, although the real figure may be significantly lower. Ukraine's loss rate also remains high and may reach 10,000 per month. At the same time, Russia's tax revenues from oil fell by 34% in November, while the International Monetary Fund predicts a growth of the Russian economy of 0.6% in 2025.

Thus, the allocation of €90 billion for defense by the EU could significantly impact the course of the war, but under conditions of ongoing Russian advancement and high casualties, both sides continue to seek ways to achieve their military objectives.

This loan is an important step in supporting Ukraine in its struggle for independence and territorial integrity. Given the ongoing military actions and growing threats, financial assistance from the EU could provide Ukraine with the necessary resources to improve its defense capabilities. However, in a situation where Russia is actively conducting mobilization and ramping up its military forces, Ukraine must constantly adapt its strategy to effectively respond to changes on the front.
