EU opens access to 150 billion euros for Ukraine: what this means for the defense industry

The SAFE financial instrument and its significance

The European Union has launched the SAFE financial instrument, which provides the Ukrainian defense industry with access to 150 billion euros in credit resources as part of the 'Rearming Europe/Readiness 2030' plan. This step is part of the EU's efforts to support Ukraine in its ambition to modernize its defense industry and ensure security amid modern challenges.

As of the end of 2025, 19 EU member states have already submitted investment plans, indicating active interest in implementing the program. The European Defense Industry Program (EDIP) was approved in December 2025, highlighting the importance of European cooperation in this field. The EU Defense Innovation Office in Kyiv, which began operations in September 2024, will also be an important element in integrating the Ukrainian defense industry.

European Defense Industry Strategy

In March 2024, the European Commission presented the European Defense Industry Strategy (EDIS), aimed at strengthening cooperation between EU countries in the defense sector and supporting countries in need of assistance to strengthen their armies. The SAFE instrument, along with the EDIP program and the EDIS strategy, creates conditions for the effective integration of the Ukrainian defense industry into the European defense structure, allowing Ukraine to significantly enhance its defense capabilities.

The launch of the SAFE instrument and the development of European defense initiatives indicate the growing attention of the EU to security issues in the region, particularly in light of threats arising from aggression by third countries. Supporting the Ukrainian defense industry through funding and strategic cooperation can substantially alter the balance of power in Europe and contribute to stability on the continent. The EU's efforts in this area may also lay the foundation for further integration of Ukraine into European security and defense structures.
