EU imposes new sanctions against Russia's 'shadow fleet': 5 individuals and 4 companies are under restrictions

Expansion of EU sanctions against Russia

The Council of the European Union has expanded sanctions against Russia by imposing restrictions on five individuals and four companies involved with the Russian 'shadow fleet'. The new sanctions were introduced on December 15, 2025, in response to activities undermining international security.

List of individuals and companies under sanctions

Five individuals are subject to restrictions:

  • Anar Madatli
  • Talat Safarov
  • Etibar Eyub
  • Murtaza Lakhan
  • Valery Kilidiarov

In addition, four companies are also subjected to sanctions:

  • Nova Shipmanagement LLC-FZ
  • Citrine Marine SPC
  • Hung Phat Maritime Trading
  • Severtransbunker

The sanctions include several key measures, including freezing of assets, prohibition of financial transactions for citizens and companies of the EU, as well as a ban on entry and transit through the territory of the European Union for the specified individuals. It is worth noting that the previous 19th package of sanctions was adopted at the end of October 2025, and the next major package of sanctions is expected in early 2026.

The expansion of EU sanctions indicates a continuation of the policy of pressure on Russia in the context of its actions that threaten international security. These measures also underscore the European Union's readiness to respond to new challenges related to conflicts in the region.
