eSадок: Ukraine to launch financial support for families with preschool children

Ukraine is preparing to launch a new financial support program for families with preschool children — eSадок. The initiative is set to start in 2028 and aims to support parents in communities where there is a lack of places in municipal kindergartens or where it is impossible to provide care for the child with local budget funds. This is reported by VisitUkraine.

The program envisages monthly cash assistance that parents can direct towards paying for services from private preschool education institutions, individual lessons, or specialized support for the child.

eSадок program in Ukraine: who is eligible for payments

Assistance can be received by:

  • parents of children aged 3 to 6 years;

  • parents of children under 7 years old, and in some cases up to 8 years, if the child has special educational needs.

Payments will be allocated if the child did not receive a place in a municipal kindergarten or the community did not offer an alternative form of preschool care with budget funds.

Payments under the eSадок program: amount and conditions for receiving

According to preliminary parameters, the amount of financial support will be:

  • 8,000 UAH per month — basic payment;

  • 12,000 UAH per month — for children with disabilities.

Funds will be provided monthly and can be used to pay for services from private or municipal kindergartens, for development activities, as well as specialized assistance for children with special educational needs. Private institutions participating in the program must have a license, meet safety requirements, and be included in the community's educational network.

Assistance will be paid until the child is enrolled in a municipal preschool education institution, ensuring care based on the principle of 'money follows the child,' or until the maximum age is reached. The program will be financed from local budgets, and the detailed procedure for submitting applications and the list of documents must be approved separately.
